Welcome to PACCA’s Partnering Toolkit. This toolkit will build on the information and resources available in PACCA’s Pre-K Toolkit. The Pre-K Toolkit provides a broad overview of pre-k initiatives in Pennsylvania and strategies for participating in these pre-k initiatives. The Partnering Toolkit examines partnerships in more depth and provides strategies for identifying and initiating potential partnerships.

Information in this Toolkit is derived from interviews with child care, Head Start and school district representatives currently involved in successful partnerships.

Note to Head Start programs and school districts. Although this Toolkit was written primarily for child care providers, it may also be helpful for Head Start programs and school districts as they forge partnerships with child care. If you would like more information on developing partnerships with quality child care programs, please contact PACCA at (717) 657-9000.  You can search PACCA members (and their STAR rating) on PACCA's website.


How to use this Toolkit

You may use this Toolkit to:

  • Gain a better understanding of how Head Start programs and school districts work and how they could benefit from partnering with your organization.
  • Learn lessons from other child care programs who have established partnerships with Head
  • Start and schools.
  • Evaluate the benefits of partnering for your organization.
  • Examine the possibility of partnering with Head Start programs and schools in your community.
  • Develop your strategy for approaching and negotiating a partnership with potential partners.

This Toolkit can help guide you through the partnering process and give you the confidence to approach Head Start programs and schools in your community to explore partnerships. No two partnerships are the same. Although some basic models are illustrated here, you need to decide what partnership works for you based on your organization’s needs and the needs of your community.

Consider this Toolkit just a first step in your research and preparation for exploring partnering opportunities with Head Start programs and school districts. Even though this information merely scratches the surface of what you will need to know to enter into a pre-k partnership, it can be a lot to digest at one time. Refer to the table of contents if you need to understand why certain information is included.
