PACCA & PennAEYC Survey Carbon Monoxide Monitor Useage


Before the General Assembly left for summer recess there was a push to move a number of bills through the system. One of those bills, Senate Bill 439, PN 1759, would require carbon monoxide detectors/alarms in child care facilities if the facility uses a fossil fuel-burning heater, appliance, fireplace, or has an attached garage.

"Each building in which a child care facility is in operation, which uses a fossil fuel-burning heater or appliance, fireplace or an attached garage, must have an operational, centrally located and approved carbon monoxide alarm installed in the vicinity of the fossil-fuel-burning heater or fireplace and in every unit that is located on the same story as the fossil-fuel burning heater or appliance within 18 months of the effective date of this section. If the building in which the child care facility is in operation has a security system, the carbon monoxide alarm shall be installed by hardwire connection to the security system."

The bill passed the Senate on May 23 and was referred to the Health Committee in the House. The House does not convene again until September 12th. 

PACCA and PennAEYC are surveying child care providers to understand how many may be impacted by this rule change if passed and to determine the potential fiscal impact on programs. Both organizations will be sending out the same link.
